1. If you are a citizen concerned about medical privacy rights, the Department of Health & Human Services' Office for Civil Rights (OCR) is in charge of enforcing the HIPAA Privacy Rule. Please see their Fact Sheet for Consumers, "Protecting the Privacy of Patients' Health Information."
